wspinks@cherryoad.com After a distemper outbreak caused a major disruption and forced the SPCA’s Ellis County Animal Care Center to close, the facility is resuming operations this week after all its dogs received a clean bill of health. On Friday, the SPCA of Texas began accepting animals at its Ellis County shelter from county and municipal animal control officers.
